Washington Highlands Interim Library, 4037 South Capitol

The Washington Highlands Neighborhood Library, 115 Atlantic St., SW, closed in late November. An interim library opened several weeks later at 4037 South Capitol St, SW, to serve until a new building is completed in spring of 2011. DC Public Library applied for a raze permit and plans to demolish the old building as soon as possible. A group of neighbors continues to advocate for renovation, however.
A Nov. 28 rally, organized by ANC commissioners Karlene Armstead (8E) and Theresa Jones (8D), along with the Library Renaissance Project's District Dynamo, drew approximately 40 participants. Protesters believe renovation would save funds that could support additional small libraries, similar to the interim storefront. In addition, they argue that demolition could damage the existing retaining wall, adversely affecting neighboring structures.
“Because the Washington Highlands Library is very important to its community, we took steps to identify the best course of action for improving it,” says George Williams, spokesperson for DCPL. “An independent facility condition assessment determined it was best to build a new library rather than renovate. Another independent assessment found that the retaining wall is safe and construction of the library will reinforce that wall.”
DCPL has said that funds to staff more libraries, small or large, are not currently available. Williams adds that placement of any additional libraries would be determined by “census projections, proximity to existing libraries, average age, and access to public transportation.”
Washington Highlands interim location offers 25,000 items -- including books, CDs and DVDs – and dedicated areas for children, teens and adults. Children's and teen programs, as well as activities for adults – such as the High Noon Book Club -- continue at the interim location. Twenty computers are available along with wireless access.
