Dozens of costumed dogs and owners turned out for the Annual Pet Costume Contest in Lincoln Park last Saturday. The event was sponsored by Howl to the Chief. It was judged by: Charles Allen, Chief of Staff to Ward 6 Councilmember Tommy Wells; Andrew Lightman, Managing Editor of the Hill Rag; and Martin Smith, Executive Director of Barracks Row Mainstreet. There were many winners, but it was the Wizard of Oz that achieved Best in Show.
