The April ANC 6B meeting was particularly brief, moving expediently through a short agenda that featured only one presentation and three zoning items.

The only public presentation was given by Kevin Clinton, an advisor to Mayor Anthony Williams for budget and finance, who summarized key details of the mayor's 2007 budget, which will be voted on by the D.C. Council in early May. The baseline budget as Clinton presented it totaled some $4.95 billion in spending, a 9.1 percent increase from the year prior, but also worked in $205 million in reductions to control government growth and allow for new services. With federal funds included, the budget total came to $7.5 billion. The central initiatives of the budget included phasing in tax parity measures worth $51 million in 2007 and $64 million in 2008 and beyond, further developing the mayor's New Communities program and fully funding the Great Streets program and the Way to Work program. It also included targeted investments in certain citizen priorities such as affordable housing, education, libraries, youth development, health care and the arts. Some highlights included the following -- affordable housing programs are set to receive $40.1 million in funding, while DCPS will receive $810 million in operational funds and $223 million for school modernization programs. The city's public library system will take in close to $130 million, including an estimated $110 million for the controversial construction of a new central facility to replace the aging Martin Luther King Jr. Memorial Library. The National Capital Medical Center was to receive $212 million from tobacco settlement funds, though the hospital plan is now up in the air. Some $15 million in funds will be used on Reservation 13 for infrastructure upgrades regardless of whether the new hospital is built or not.

The three zoning items on the agenda -- the renovations of Eastern Market; an addition of two stories and the expansion of a basement at 643 South Carolina Avenue, SE and the amendment of city code governing lot occupancy of charter schools in residential areas passed unanimously and without debate.

In related news, a special election for the 6B01 seat vacated by former Commissioner David Sheldon will be held on May 9. Currently three candidates have announced their interest in the seat -- Dyanne M. Branand of 449 1st Street, SE; David Garrison, of 8 4th Street, SE and Martin E. Waugh of 139 C Street, SE. Voting will take place between 7:20 and 8 PM. at the regularly scheduled meeting of the Southeast Capitol Hill Advisory Neighborhood Commission. Voters must reside within the boundaries of ANC 6B01, and must provide either their voter identification card or proof of their residence.
