Commissioners present at July 19 meeting: Treasurer Ken Jarboe, 6B05 presiding; David Garrison, 6B01; Mary Wright, 6B02; Carol Green, 6B07; and Francis Campbell, 6B10. Five members now constitute a quorum. Absent: Chair Julie Olsen, 6B03. Vice president Antonette Russell, 6B09, has resigned. The most complex and contentious topic of business for this special call meeting was consideration of the "Hill Center" proposal for renovation of the Old Naval Hospital. The Hill Center was recommended to the city's Office of Property Management by a public/private panel, chosen to review proposals for the property. OPM asked for community input on the proposal, and discussion is treated in a separate news article. Additional business at the special call meeting included reports of the Planning & Zoning and the Alcohol Beverage Control committees. The commission also took unanimous action to support the Marine Corps Marathon and related Expo at RFK Stadium, to ratify the Executive Committee's decision supporting the Capitol Hill Business Improvement District renewal, to request OPM let the ANC comment before publication of a Request for Proposal for a new manager for Eastern Market, and to accept the Third Quarter Financial Report presented by Treasurer Jarboe. Support for Additions, Flag for Demolition 731 Eighth St. SE, HPA #07-327, concerns a rear extension to the property line and construction of a two-story garage; letters of support were provided from neighbors, and the committee recommended support. 320 South Carolina Ave. SE, HPA #07-324, concerns a roof addition. The ANC voted to support the project in June, but the Historic Preservation Review Board suggested changes to the project, so owners re-appeared before the commission. The P&Z Committee found no reason to alter its support, and the full commission concurred. 906 A St. SE, HPA #07-321, concerns a complaint of illegal demolition and construction of an addition. The P&Z Committee recommended HPRB hold off on this project, which involves addition to a nonconforming building, because information provided was not clear or sufficiently detailed. Commissioner Garrison proposed an amendment to the report, suggesting the ANC write to the Zoning Administrator asking the office to pay special attention to any permit applications for this project. Commissioner Campbell offered an amendment supporting a new building permit which would allow the property to be stabilized – and thus stem damage to adjacent properties, owners of which were present. Both amendments were accepted unanimously. Approvals, Protest, Request for Revocation or Safekeeping The ANC unanimously supported an Entertainment Endorsement for Banana Cafe (#26006); the ABC Committee reported that the restaurant has operated a piano bar for 18 years without complaint, and new ABC rules necessitated the new endorsement. A unanimous vote supported a Live Entertainment Endorsement revision for Las Placitas (#3812), which will offer music on Cinco de Mayo and no more than two additional dates each month; an amendment to the report asked that "standard language" be used in the agreement. The committee recommended, and the ANC unanimously approved, protesting the liquor license renewal for Cosi (#70960), as the establishment failed to appear at two committee meetings and is not currently in compliance with a voluntary agreement.
